Taiwan is one of the countries with the highest recycling rates in the world. The idea that filters are also plastics is something that truly needs to be widely communicated to everyone. The chaos of cigarette filters not only affects land environments and hygiene but is also a major source of pollution that seriously damages the marine ecosystem.

"Filter others, discipline yourself, filter and recycle" is the slogan and action goal of the Filtration Plan. Through the cooperation of industry, government, and academia, along with joint promotions and supporting measures, we are taking a two-pronged approach to further improve plastic recycling, which Taiwan is already good at, and return clean streets to you and a clear blue ocean to the sea.

 

After committing to sustainability work, marine waste recycling became our first project. The sheer volume of cigarette filters is something that is hard to believe and something for which all of us living on land bear responsibility.

We constantly ponder how to take waste and repurpose it. By utilizing recycled marine waste, we pragmatically communicate with society to reduce ocean pollution, leading to the creation of the Filtration Plan.

According to a survey conducted by the Ministry of Environment and related agencies in Taipei, only 7% of people are unaware that littering cigarette butts is illegal. However, over 30% of the population still litter cigarette butts, showing a gap between knowledge and action.

What is the main reason for discarding cigarette butts?

There is a knowledge gap regarding the environmental impact of cigarette butts.

The public has some misconceptions about the materials in cigarettes, commonly believing that they are made of paper or cotton and will naturally decompose. They assume that discarded butts on the ground or in gutters will not cause environmental harm.

I can't find a nearby trash can, so I'm not sure where to throw it.

Although some smokers know they should dispose of cigarette butts in trash cans, they throw them on the road or into gutters because they can't find a nearby disposal site.

Cigarette butts are one of the most common forms of waste found in the global environment. They often make their way into different ecosystems, including marine and freshwater environments. Once in the water, they pose serious threats to aquatic life. However, public awareness of this issue is limited.

According to the World Health Organization, cigarette butts account for 30-40% of global marine waste.

When cigarette butts are discarded into ditches and eventually flow into the sea, they have become one of the major sources of marine pollution.
WHO research indicates that cigarette butts are by far the largest single type of litter. Since the 1980s, they have consistently accounted for 30-40% of all items picked up during international coastal and urban clean-up campaigns each year.

What We Do ?

The Project Filbetter breaks away from traditional advocacy to genuinely change smokers' habits. It will not be forgotten with changing generations. It is not about promoting a smoking ban, nor encouraging smoking. Instead, it focuses on disposing of filters in the right place to effectively reduce environmental harm.

We use panels made from recycled marine waste to create filter recycling boxes, intercepting cigarette butts before they can flow into the ocean" and "reducing marine waste.After extinguishing your cigarette, simply place the filter in the box. It provides a safe, convenient, and sustainable solution, seamlessly fitting into daily life while promoting ongoing recycling.

It destroys the absorption of nutrients by plant roots, causing toxic substances to accumulate in the soil, which then flow back to animals, insects and humans through water circulation and various other means.

Project Filbetter: Ocean hazards caused by filters

Some cellulose acetate (plastic component) is dissolved by the ocean into tiny particles, which are accidentally eaten by fish and shrimp, and also cause the ocean water to be filled with carcinogens and toxins.

The project was launched in the pilot area on April 21

Through public awareness campaigns and supporting measures, we have implemented a dual approach to foster good habits among smokers: "filtering others and disciplining oneself, as well as filtering and recycling."The Project Filbetter," the first of its kind in Taiwan, utilizes Changlong Village, which is committed to environmental sustainability, as a model community for its implementation and trial. Looking ahead, we are dedicated to expanding this project to additional communities in the future.
